Transactional Replication in Developer Edition

We use SQL Server 2000 Developer Edition for development and testing. We are wanting to test transactional replication of a database. We get a message that our license doesn't allow for transactional replication. It this a true statement for the developer edition or are we missing something else.

Do I need to purchase a few CALs to set up this test environment?
