Tracking on when open new document from Word form template

I have a Word 2002 form template. When opened from the network, the new word doc displays the form, then "shifts" on the screen and displays as if Track Changes were on. Even Print Setup is greyed out. However, the TRK on the bottom tool bar is greyed out, and trying to turn off Track Changes is not putting display back to normal.

How to fix?

Sounds like your actual template (.dot file) needs to be edited to remove the undesired settings and then re-saved.

I confirmed that my template didn't have tracking on. I save it as Protected for Forms, not for tracking. When I open the original template, tracking is not set.
