tow sites one public line ( analogue )

good morning all
any one help me to solve this problem,

we have two sites with two Hipath4000 V[sub]5[/sub] ( distance between them 600 km) connected together by digital trunk ( TDCSU ) board ( DIUT2 ) and media ( fiber)

one of them ( SITE 1) has only one TMANI board and configure only one analogue public line ( configured with TACSU )

NOW ( SITE 1 ) can call ( SITE 2 ) WITH INTERNAL CALL )
SITE 1 can call external call by code CO ( 9 )

BUT ( SITE 2 ) can call SITE 1 with internal call but can not use public line that configured wIth SITE 1

how to change configure trunk in SITE 2 and SITE 1 TO allow use the public line ( that configured in SITE 1 )

Check Trunk to Trunk Allow is enabled on both trunks on site 1 (TTT in the COS of the trunks normally 32)

Check your dial 9 traffic on site 2 is set to go to site 1
Check that the digits being sent from site 2 to 1 include the access code.
