Toshiba Sat 1675CDS will not boot from floopy or CD

I am hoping someone can tell me what I am missing. One of my coworkers has a Toshiba Satellite 1675CDS and I am trying to rebuild the OS for him (he wiped it out on himself). Problem is I can't get the thing to boot from a floppy or CD. I changed the boot order in BIOS to no effect, used the shortcut key to force a CDrom boot and that doesnt work. Its like the computer doesnt even try at all. It doesnt seek the floppy at all, doesnt spin up the CDrom for more than a second or two, and then just reports "missing operating system". Any one have any ideas? I'm at a loss.

How are you accessing the bios? Are you using the "Tsetup" Program? What do you have on the boot floppy? Did you test the floppy on another comp to see that it works?

You did apply the boot order changes in BIOS to the correct HD and save them, right?

If so, then try a different boot floppy. If you do not have one, then you can make one at
If that does not work, then see if you can borrow a USB floppy drive or CD-ROM drive.
But make sure that BIOS supports 'Legacy USB' and that it's enabled.
 
Yes I applied the changes in the BIOS ... its a very weird setup (I have never seen a Phoenix BIOS set up like this).

I got the WinME boot disk from BootDisk.com but that hasnt worked, its not even trying to seek the floppy at all no matter what I do.

I will try the USB floopy from my Latitude D600 tomarrow, I didnt think of that.

I was getting into the BIOS through F2 on boot. I havent heard of the tsetup utility before.
