Toshiba Libretto 110ct, can't get the PCMCIA drive visible in dos

I have a Libretto 110 ct by Toshiba and it came packaged with a PORT PCMCIA 24x cdrom that I can't seem to get the computer to see in dos..... the system has crased and i need it to see the cdrom so I can reinstall windows on the machine and the normal boot floppy for win98 will obviously not work. I have downloaded some files from Toshiba but they discuss making a bootable system disk and I have win2000 pro and my creating a boot disk will not work for the laptop or will it??? thanks for your help as i am desperate... You will need to get the PCMCIA card drivers.

Hopefully you already have the copy that came with the laptop - because CardSoft have stopped giving away the drivers, and are charging $70.

...but it's very slow.
