Toner Smudging on Page

A quick question:

Every once in a while I come across a laser printer in which the toner cartridge is smudging. Swapping toner cartridges usually fixes the problem.

My question is, is it normal for these things to smudge like this, and when they do is there a way to clean them? Or do you have to always replace them?
 
If it's a one piece unit (toner and drum), the problem is likely to be a mark or finger print on the drum (usually a shiny green surface)
 
What kind of machine is it, and is the smudging continous, or is it have space between the smudges. Is all the text on the page smudging?

Usually the smudging will be in streaks or lines running the length of the page. Or maybe thick streaks.

BudtheGrey may have it right, but I still don't know if there is any way to fix the toner or if you just have to get a new cartridge?

it is not a finger print, because it would not be all the way down the page. To answer your question, I would not suggest trying to fix the cartridge. It sounds like the wiper blades are failing, and all you can do is replace the wiper blade, but it proably is not worth it. If you are buying rebuilt cartridges I might look for a new vendor, because they are proably trying to save a dollar by not replacing the wiper blade. They literally cost about a dollar.
