tomcat performence CPU usage high

we use Tomcat/5.0.27 in clustered environment with 2 tomcats running on 2 different boxes which have same hardware configuration

While doing High availability testing we have noticed that if one of the tomcat is shutdown , applications become slow and we see CPU usage of 100% on other box which runs second tomcat same behavior is seen if we shutdown first one and shutdown second one , so we are confirmed that there is no hardware issue.

We are concerned that CPU usage becomes 100% when only one of tomcat is available , it will become normal after 10 minutes.

Is this a normal behavior or some config settings missing or issue is something else please let us know

So you are saying that under a heavy load test, two boxes can handle the load, but if one is shut down, then the other remaining box becomes busy ? Sounds normal to me ...

when both are up the CPU usage on the boxes is around 30% but when only one is up it's 100%

Seems normal to me - just because two boxes use 30% CPU, does not mean that one will use 60% - the extra threads running could easily be enough to top the CPU usuage past that.
