Tomcat + jar + Permission denied

I am using tomcat 4.1 with jdk 1.4 on an windows xp sp2 machine and get following error on startup when my webapplication should be loaded and tomcat tries to open the jar files in the webapps.. web-inf/lib directory:

java.util.zip.ZipException: Zugriff verweigert (Permission denied on an english system)

This happens for every jar file in the web-inf/lib directory although i am local administrator.
(tomcat is not running as a service but started manually...)

any ideas?

I'm guessing the user running tomcat does not have permission to unzip the jar file in some directory under tomcat, or possibly under the users system temp directory.

Thanks for answering, sedj, but after some tests I figured out what the problem was.
The Virus - Scanner did not permit to open the jar files, and after I re-installed the scanner it worked.
The interesting thing is that I did not change anything in the scanners configuration...
