Tomcat Initializing Error

Greetings,

I am getting the following Error when the Tomcat starts. Does it ring a bell. Please help.

log4j:ERROR Failed to read IPF startup parameters from ICCLConfiguration;
error : CCL-CFG-0007 Failed to initialize the cryptographic encryption.
The cryptographic configuration could be incorrect or missing some security components.

Sorry forgot to add,

The Tomcat initialzing is for the ReportNet configuration. Other details about my ReportNet are,

Content Database is in SQL Server.
Webserver is Apache.
