There is no out of the box global setting for all reports but you can change this for each report on the system. You have to remove the group tree in the Crystal Reports designer.
Goto:
File > Report Options
then
uncheck "Create Group Tree".
Refresh the report and save the report back up to enterprise and the next time you run it on enterprise the group tree frame will be gone and the "show/hide group tree" button will be grayed out.
Note: For DHTML the frame will still be there but there will be no data in it. Active X and Java will have no frame or data.
