To WebNot or not WebNot

I'm looking for any and all suggestions regarding URL filtering.

I'm trying to investigate a solution which has the best cost/effectiveness ratio.

WebNot is an obvious consideration, but it can be expensive and I understand it has limitations (such as an all or none restriction of users...all of the users or none of the users).

We were using WebNot, but it has no reporting facilities. Something our HR department really want. Also once you go over about 100 users then Webnot is quite expensive.

We are currently testing SurfControl and WebSense for web filtering. SurfControl seems to suit us best, but that will be personal preference.

We need to add a proxy server for authentication (instead of using the firewall) so that we can se the individual users on our Citrix Metaframe servers. But that's because we want the reports to be specific to each user.

I think for either product, that it can fit into most environments.
