TN746B dead ports 5,6,7,8 on every card 1

I have moved the cards to a different slot in the definity cabinet. Duplicated the extensions off a working one. Tested the amphenol and patch panel on another analog card and slot a TN793 and every port works so I know the cable and panel are good. But every 746 I test ports 5 6 7 8 and down and the rest work. What am I missing?
