TN with no ext number

Hi There

I just started a new job and i am tasked with cleaning up the CS1000. After doing a TNB print out, I see there are a bunch of TN's configured with no DN. The TN range goes from 200 0 01 00 - 200 0 01 31. The type is set to 1120.

Does anyone know what these could be used for?

I have absolutely no idea why someone would do that. Other than to make it easy for someone to configure an IP phone that was unfamiliar with the programming. So all they would have to do is go in and configure Key 0

The only thing i think it could be used for is a host phone for virtual office users, but normally you would give it a DN and restrict calls down to internal and emergency in that case.
 
The phone has DVLA in CLS which makes it Virtual IP. Only works if there is no keys with a DN programmed on it. When not logged into, phone can only dial 911.
