TM 3.1 missing "Common Network Directory" for security configuration w

I am working on a new install of TM 3.1. I am on page 122 of the install and comm manual, where I am using the security configuration wizard. Of the 7 required additional services I am missing the Common Network Directory. This is the second time I have installed this OS (windows server 2003) because the first time I used the R2 disk also and was advised by Nortel Tech Supp that R2 is not supported. I am able to open up the orange login page for TM, but after entering the username and PW I get error 404. How do I install these files.

there should be a CND software cd, load it and click setup.exe........ should load

CND can be installed from the TM 3.1 CD. click on the setup.exe file in the CND folder of the disc.
