I have a problem with the channels in an E1 CAS R2 link with PSTN. They are remaining one by one in NOPROGRESS / BUSY status until the communication is blocked. The channels are not connected ( I checked with LSCOP command ) but when I try to acces the route the message "Congestion" is appearing on the phone display. Only with command BLDBE the channels are released. The MD110 version is BC11, SP3.

I don't have remote/mobile extension! I'm afraid the problem is around the TLU76/3 or TMU revision ( PROM-SET ). I upgraded the system from BC9 and before I didn't had that problem. The parameters for the route are the same.
 
Post your RODAP , ROCAP
and RODDP for the dests .

There is often changes between releases that makes it neccesary to ajust some parameters .
Specially the var parameters have to be compaired agains previous AS to get the same characteristics .
 
Are you using MFC? If yes, which is your R-state of MFU or MSU/MRU1&2?

I also upgraded system from BC 9 to BC 11 SP12.There was no problem before.Since i change SIG parameter i have less channells in noprogress/busy state ,but they appeares sometime.

I don't use paging (beepers).
 
The var parameters compaired between bc9 & bc11 seems to match.The changes to BC11 VAR does not affect your spesific setting.
Note !There are changes between the releases BC9/BC11.

However the programming looks like you are using MFC as register signalling SIG d11=5 , and digit reception/sending is DTMF the VAR parameters VARI d8 and VARO d8 your parameters are stated with tone code(dtmf) .Also i advice to change SIG d5=1 .in BC11 the SIG d5 is reserved to 1 (should not be 0 ).
Other than that i looks okay.

Your ROCAP and RODAP have a small mismatch: The B-answer from PSTN is ON in ROCAP but OFF in RODAP. I am not sure if it has anything to do with the prblem, but...

rocap d5 has no affect (goes to nowhere)

If the problem is still there, try to make a call and trace TLP30.
