Timezone mismatch: can't start dbconsole

After the DST change, I can't start dbconsole.

emctl start dbconsole
Oracle Enterprise Manager 10g Database Control Release 10.2.0.1.0

Timezone mismatch: The agentTZRegion value (America/Los_Angeles) in
/u01/app/oracle/product/10.2.0/sysman/config/emd.properties
does not match the current environment TZ setting(America/Los_Angeles).
The dbconsole cannot run with this mismatch.

If America/Los_Angeles is the correct timezone, set your timezone environment variable to America/Los_Angeles and repeat the 'emctl start dbconsole' operation.

If America/Los_Angeles is not the correct timezone, make sure that the timezone in your environment is correct, and then run the following command in your local Oracle Home: 'emctl resetTZ agent'

The output of this command will include detailed instructions to follow, to correct the mismatch.

any ideas?
 
nevermind. the dst patch was not applied correct in oracle and the os.
