Time not changing on Partner system

Hello, I have changed the time on a Partner system today...Time will change after programming...About 10 minutes later it goes back the old time (1 hour forward)...Took daylight savings feature to not active and reprogrammed...same thing happened...any suggestions on what is going on?
 
Partner R6? It synchs to the inbound caller id. So, the first call that comes in that is wrong, it changes to that time.
 
So it's a local CID provider problem?
 
Wasn't the TOD clock sync to Caller ID feature added starting with the R7 "J" software release [ponder].

But either way, incorrect time stamps from a service provider will cause the TOD clock to change with an R7 and R8 processor. The ability to override the auto-sync feature was added to the R8 processor.
