Time before Off-hook Alert - does not change the Seconds

Hi
i am changing the "Time before Off-hook Alert" in Avaya CM 8.0. i change the Time from 8 sec to 6 Sec. but when the analog Phone os off-hook, it dials the destination number after 13 seconds. even after changing the Off-hook Alert to 1 sec, it still dials after 13 seconds.
in the COS, off hook option is set to YES.

any idea why the timer change is not taking effect ? if anyone can help please...
