Thru dial on callpilot application

I am trying to set up a thru dial application that will allow people to dial local numbers and toll-free numbers by pressing 1 or 2. I can't get them to work. I have the restriction permission lists set up with 99NXX and NXX for all local numbers (we use 99 to dial out) I am getting messages that "the number is not in service", or "the number can not be reached from this service".
 
CL might be easier than thru dial , also look at your permission restriction lists, will it allow you to dial out we do ours as "on switch only
 
that's not the def of thru dial, menu service is the correct app for that.. mluckie got it right, even with the rpls set right the ncos has to be high enough to allow that call...but, in your case it is, your getting a central recording, if ncos or rpls are stopping you, you would get a fast busy... best bet, trac a call pilot port as it makes that call. on a smaller system i would down all but a couple of ports and catch that as it makes the call the app, trace that, your either adding a digit or not sending them all.. i have dozens of menu's internal and a few of them have external numbers.. in the number to call i enter the exact number to dial 91232xxxxxx. had to adjust the rpls but that worked
