Throttling Apahce Proxy

I'm using apache as a proxy server, and would like to throttle back the amount of bandwidth served to certain IP addresses. Is this possible. And if so are there any resources that can help me set it up?

There should be mod_throttle module available for compile. I haven't used it, but you can view the homepage:
