TRM "7" means not high (or low), it is the Position in the attenuation matrix.
Check, if the extensions und trunks have the correct TRM.

YES, in the attenuation Matrix there are one or more TRM Position "reserved"
It is possible to change the attenuations values
(but I don`t know anymore, if this was possible with command or with "SACOS")

if you take a look to the addr 89 to 90, the attenuation value is "00" (-6 dB, e.g. Maximum)
this means, for incomming calls from public you already have the max. value.

This indicates that you have no attenuation/gain in either direction. You could try boosting the receive direction with -3db of loss (3dB gain) using SACOS of the transmission matrix but this could lead to instability especially on local calls which I assume are OK because you only mention international calls.
