The Site Server cannot be contacted

We are installing sms2003 console on Windows Server 2003 SP1 (named TOR) and trying to connect Site Server database (on Server 2003 without SP1 named Freja). Freja is Primary Site. Installation is success but we receive failure message "The Site Server cannot be contacted".

Any ideas??!!
 

In an Active Directory environment, SMS site systems (such as the site server, management point, server locator point, and reporting point) may be unable to connect to a remote SMS site database server (a computer that is running SQL Server), although the appropriate permissions have been assigned. This can occur when the appropriate service principal name (SPN) attributes of the service account under which SQL Server is running have not been generated.
