I was able to fix this problem by using the link provided to a previous thread with the same issue (the microsoft link). I write this thread for my own knowledge.
I deleted lowerfilters from the registry and I wanted to understand what lowerfilters and/or upperfilters represent? I am a computer engineer and always like to learn more information about computers and that is the purpose for the thread.
I do want to thank the people who contributed all information for this problem previous to my thread because that helped me solve my problems.
