yes, you can order the cd's from Avaya. SAP code is 700293921

The "Avaya TTS" license will allow you to use the ScanSoft speech engine only which in my opinion is seriously outdated and in need of a refresh. The "3rd Party" license will allow you to use just about any SAPI engine you like. I'm quite fond of Cepstral (they even have free demo downloads that will work in Voicemail Pro with the 3rd Party license).
