Is there a way to roughly test a motherboard without installing it in a case? With a PSU attached I guess you will get little to no response until the power switch pins are blipped?

Without a processor on board and no ram or cards would such a basic check damage a MB?

I am looking to establish the boradest of functionality, simply if the cpu fan and northbridge fan are working ok

What are you trying to accomplish? If the fans spin that means the power supply is working but says nothing about the servicability of the motherboard.

The answer is "42"

You can certainly test a motherboard without mounting it in a case, but as Franklin97355 says all you're proving is that the PSU's 5v and 12v lines are ok. Your test isn't checking the 3.3v supply... No, only way to do it is stick a CPU and fan plus video adaptor on it as an absolute minimum.

shorting the green wire and a black wire with a wire jumper into the rear of the ATX power plug turns the power on without using the jumpers on the board.. I though I had smoked one of the unfused power rails on the board with a dodgy ebay purchased Arctic Cooler 4 but obviously not as the northbridge fan, the board LEDs and the Cooler 4 sprang into life when green and black were bridged

IN passing......

Looks like a wise use of an old PSU (as a cheap bench PSU) so long as you don't electrocute yourself ;)
