Tester question/Patch panel port

Is there a tester out there that I can plug into a port on my patch panel and have it tell me who (IP address or MAC) is plugged into it? If so, what am I looking for, and approx. price, if you know.

I have used The OneTouch Series2 Network Assistant (2100/Pro) by Fluke and have found it a very useful tool. When I bought it for around somewhere around 6 grand
