test sta on analogue phone disconnected still pass

This is really confusing me.

I have an analogue phone which when completely disconnected still manages to pass test #48(station present test).

Any idea why ?

Tests are set to 'Y' if they are 'n' then test does abort.
 
The test 48 is indicating that there is loop current flowing in the circuit, you might have a resistive connection across the pairs or to ground which is giving a false "pass" test.
