TermServ only allows 1 session in Remote Admin Mode

We are recently experiencing an issue that has popped up on a few of our servers. Our Terminal Services is setup in Remote Administration Mode, which should allow 2 remote sessions total, but is only allowing one. I am not just talking about active sessions, as I know that disconnected, idle, etc sessions count against the 2 allowed.

I looked on the MS TechNet and Knowledge Base with no luck...

Anyone see this before? Is there a fix for this?

The error message I get is: "The terminal server has exceeded the maximum of allowed connections."

Try:
Click Start->Programs->Administrative Tools, and then click Terminal Server Connection Manager. Right-click the RDP-TCP connection, then Properties. on Network Card tab, increase the maximum connection count or make it Unlimited. Have the user try to connect again.

Did you check if there are any Disconnected sessions? You can use Terminal Services Manager to see who is connected. If you have a Disconnected session it will count towards your 2 allowed licenses.
