Terminal services problem

I am trying to test terminal services in our enviroment. I installed terminal services and terminal services licensing to one of our x64 servers. Everything seems to be working, except I cannot connect any user without administrative rights. I get following error when I try to connect without administrative rights.

"To log on to this computer, you must be granted the Allow log on though Terminal Services right..."

I have added users to remote desktop users group, but that didn't help.
 
It didn't help this time, I have granted rights, but it didn't help.
 
Did you add the users to the Remote Desktop Users Group ? Also add the Remote desktop users group to the RDP listener.
 
I have added users to remote desktop user group. And also I have added user group and one single user to "Allow logon through terminal services" on GPO.
