Terminal Services and Interactive Logins

Users In the Windows 2003 domain need to access an application on a terminal server running Citrix. I think I have set up the correct policy to allow log on locally rights. But everytime any of the terminal server users logon they get the following message.

The local policy of this system does not permit you to logon interactively

I have tried all different ways to apply the policy but none are working. Where do I set the policy to enable this feature?
 
On the Terminal server, Under my computer properties, Remote, Group policy - this will open up the local group policy.

Under Computer Config..., Windows Setting, Security Setting, local policies, user rights. Ensure your users are entered in "Allow logon locally" and "Allow logon through terminal Services".
