Terminal Server in application mode Office SP3

I'm having a difficult time trying to install office 2000 SP3 on a terminal server in application mode.
I have the termsrvr.mst that allows for the Office install, but it's just not working for o2ksp3.exe .

Any ideas? thanks

Win 2K Terminal Server/Application Mode
Office 2000 service pack 3 failed install

Error in install mode:
Some default settings in Microsoft Office 2000 setup do not work properly on a Windows Terminal Server. To install Office on Terminal Server you must use the instructions and tools available in your Office 2000 Resource Kit or at
Intallation for office requires: TRANSFORMS=path\TermSrvr.mst

Appended to os2ksp3.exe in add new programs:
O:\o2ksp3.exe transforms=c:\termsrvr.mst

Error with termsrvr.mst: Command line syntax error. Type command /? for help
