Terminal Server hardware suggestions

I need to quote a server for Terminal Services for 60 remote users. They will all be running a web based medical application only (on a different server). Would a Zeon ~3.0 4 GB RAM 2xSATA Drives (RAID 1) be enough?

 
If all they will be running is a web interface it will be suffient. if they might run anything else i would make it a dual xeon 3ghz and i would add a single hard drive on a separate scsi channel for the swap file.
