Terminal Server Error Message

I'm getting this error from clients and on the local server with TS client installed on the server.
"The client could not connect to the terminal server. Please try connecting later, the server may be too busy"

The server had Metaframe installed previously and we switched the TS to remote admin mode after MF was removed.
We also have two other symptoms.
1) The TS service will not stop from the services applet.
2) Terminal server manager program shows down (66xxx)under the server icon sometimes.

We have removed and installed terminal services but the issues continue.

Did you remove the TS licensing server? And leave it removed?

The TS service will never stop from the Services applet. (in my experience).

Yes I removed the license server. This was done with add/remove programs shortly after removing metaframe.
