Windows 2003 domain
I have user cals installed and the license server is running in User mode. The cals are installed on the root DC and the terminal server is running on another windows 2003 server.
Now this week I start getting this error.

Error 1008
The terminal server licensing grace period has expired and the
service has not registered with a license server with installed licenses.
A terminal server license server is required for continuous operation.
A terminal server can operate without a license server for 120 days after
initial start up.

And, when users connect they get error “13 days until temporary license expire”

I tried adding the license server IP to this key which didn't work.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TermService\Parameters

What am I missing here? It had no trouble issuing temporary license but it won't issue the cals I purchased.

Check the TS configuration. Go into administrative tools, Terminal Server Configuration, Server Settings, licensing. Make sure it is set to per-user.

It's easy to mess up that registry key. You don't actually add any values, and I'd use the actual server name, not the IP address.

So it would look like this:
HKLM\SYSTEM\CurrentControlSet\Services\TermService\Parameters\LicenseServers\%servername%

Where %servername% is a key (a folder, not a value) with the name of your root DC.

Also, is there a firewall between your term server and the DC? If so, certain LDAP queries might be failing during the licensing check.

Very Good ShackDaddy! This worked.
I'm running two Terminal Servers and both are well. Thank You.

Hi all

I have a problem with terminal server too. I'm running the license server on the PDC (windows 2003) and the terminal server on a server (windows 2003 too) which is member of this domain. I've added per device licenses on the PDC. Now my problem is that the terminal license server which is running in per device mode assigns not these added licenses he is assigning temporay licenses. Could anybody help me? Thanks a lot.

Your server assigns temporary CALs first, then later switches them to being permanent CALs. What you are seeing is normal and nothing to be concerned about.

Maybe.

The first time someone logs on, they get a temp CAL. When the log off and then log on a second time, the CAL is changed to permanent. When this happens, the temporary license should be removed from the license MMC.

My point is, if people have logged on at least twice, and the temp CAL that was issued to them initially is still there, there is a problem.
