I have a problem
when I created new user,
when they use outlook in terminal server
if they try to delete email whit the right click option
they don't have hit

It sounds like you have probably set group policies for your users and have checked to disable standard context menu option which is part of the inetres.adm file.

i dont think so because somme user are working and they are in the same group policies
