Terminal server 2003 how to set limit on amount user can start program

Hi,

I am installing a windows 2003 terminal server.
Fore user rights I have a domain controller whit group policy’s
Now I have installed a program like office, only there are a view people that might use access.
I can set in the group policy that a group of users my not run access.

But now I have a group that are allowed to run access, only I have a licenses fore 3 users, and I got 4 users.
Most of the time not al users use access at the same time, so I don’t need licenses fore 4 users

Is there a way to set a limit on how many users can run a program at the same time ?
 
just wondering where do you go for that set the permissions for users over ts to use certain apps but connected via physical lan other permissions
