Tenant 2 playing Tenant 1 MOH

I am stuck. Sometimes when someone calls a DID at tenant 2 they get Tenant 1's MOH. Sometimes when a caller dials a DID at Tenant 4 they get Tenant 2's MOH. No rhyme or reasons on this. I have double checked all stations for TN assignment and Tenants are set up correctly as well as music sources... These phones all register back to Ip network region 1 Clans... Is that where I need to look next?
