Templates!! problem with creating templates

ok here is a brief explanation of my problem:

Each time i create a template some of the css styles that should apply to new pages from a template dont show up and those parts become see through and instead i see parts of the background- is there a way to change it so the css styles work on all pages instead just the template?
or any other ways?, my site looks pretty crap with those blank see through spots

i might as well ask another question i have:
in some of those css parts when i preview in browser, they have a dash mark which is kind of annoying, anyone know how to fix this? im sure it has something to do wtih css again.

well i guess heres my final question:
should css be used in html templatesat all?
 
I figured it out myself and would like to share this to any1 who may run into the same problem,
the css styles created on the template only applys to template unless you attach the css style to all the other files,
to do this:
open up your template, click file- > export -> css styles - > name it in lowercase and save somewhere in your website folder, then open up the page you want to aply it to.
click the css panel and at the bottom of panel click " atach style sheet" button, then at the pop up click browse and find your css style sheet that u just saved b4 and click ok. voeila
