On majority of the sites I Visit, i am able to telnet to the Signalling Server and type CSLogin.

One site I can not.
The only difference is they are using HP COTS sig servers.
The customer is running a HA CS1000E R5 with HPDL320G4 Sig servers.

Any help?

Could be that HP server is on Linux and not vxWorks - cslogin is not listed as a CLI command in Linux systems.

PTY ports are already configured. Is there any other way i could telnet to COTS SS??

Is the problem you can not Telnet to SigServer or does not recognize the cslogin command?

If you can not telnet, can you ping? It is possible the customer's network is preventing you from using Telnet.

That is, SSH directly to the pbx's ELan IP. If PBX is rls 5 or greater, SSH directly to the PBX is allowed.

Login to element manager.
go to security > login options > Shell login
and then ENABLE insecure shells
Thanks to my coplleague identified this early
