Telnet is not able open perticular machine

Hi,
I do'nt know whether it is the question for window lovers or not.
But on windows laptop, i try to connect a telnet terminal for a perticualar machine. It doesn't even connect to the machine.
What could be the reason?? is there any setting which i need to do?

Does the machine you are connecting to run a telnet server?
Not running one is the most common reason for telnet connections failing.

it is connecting to some of the UNIX machines through telnet. But only to few perticular machines it is not able to open a connection

Telnet is port 23. So setting scan from 1-25 will do.

Something else to check is that the host allows telnet connections from the IP address of the laptop, because for security reasons, the range of addresses from which connections are permitted is very limited.
