Telnet and DoS

I have set up inetd and telnet server on RedHat6.2
I am trying to set up something like
inetd_flags="-l -R 1024"
but cannot find the correct file.
The tutorial I was reading was on BSD and said to edit rc.conf to enable this.Unfortunately on redhat this file isn't in existence?? Where would I place the configuration?
Thank you anyone..hopefully its not a stupid Q.
 
Under many distris you'll find a file called rc.config, e.g. SuSE Linux (/etc/rc.config) on the other hand you'll find a lot of startup-scripts in /sbin/init.d/, which you can edit. Inetd is generally a bad choice, as telnet is too... anyway good luck and hope you'll figure it out!
