TEI going up, then S0 goes down?

Hi,
I have a problem with a Meridian Option 11c
We have 2 ISDN modem cards connected on a S0 bus.
The Meridian is sending a signal on the S0 bus, the modems are responding and the Meridian is giving them a TEI vaulve.
But after a fiew day's this TEI vaulve is going up (see the STATS of a S0 bus) The Meridian is normaly going until vaulve 8 but we fixed this vaulve to 20. So the Meridian's maximum TEI "give awy" is 20 times. After that the Meridian is going down and no telephone calling is possible!!!
How is this possible? Why is this YEI vaulve going up?
Can we fix this problem?

Not the meridian1 is going down but on the S0-bus is no free TEI-value available, so when al call-setup comes on the S0-bus the modems have no TEI-value to communicate with the M1 and so there wil be not Connect. Only the S0-bus is not working in this situation.
This happens after that the modems did not respons fast enough after a TEI-check from the M1. The M1 sends a TEI-ID-remove, the modems ask for a new TEI-value and the M1 gives a new TEI-value. But when you give a stat on the SILC-card you see that the TEI-values that the M1 has given away is increased. This is posible until the MTEI- value of 20 is reached and than we got the problem situation as discribed above.
