TDM phones calling over SIP unable to call some DNs at one site.

Hey folks

I am having an issue with a CS1000E site. Below is what is happening.

Both sets are NCOS 6

Start with the WORKING IP SET
1120E set calls Norway over SIP.

Calling 75562869
Call is getting a Ring No Answer

Now the NO WORKING TDM
3903 set calls Norway over SIP.

Calling 75562869
Call is receiving a fast busy

There are BCM all over the world and the calling works fine to every other site and all other sites can call Norway with out issue.

The numbering plan is like this

7 is AC2
556 is the location
xxxx is the DN

What I have noticed is that the following numbers do work from the 3903 set.

7 556 2743 goes to an auto attendant.
7 556 2700 goes to an auto attendant.
7 556 2800 goes to a fax.

It looks as if the number is getting a RNA on the IP set, I get a busy on the TDM set.

Any ideas?

New info. I have found that it is only the digital sets having issues. analog lines are fine.
