TD1232 Slave Extensions CO dialing is restricted with COS1???

I installed a Slave cabinet and TD-192 to my existing 32 extension Master. The cabinets are both -4's. The new additional 24 extensions on the slave work except that when I press a flex CO button and dial any digit, it displays "restricted" and defaults to the intercom button. I have set the COS to Level 1 for them and the proper settings in #603, 604, 605 and 606 in the programming. Basically, I configured the new extensions identically to the existing Master extensions yet, still restricted when I try to dial out. Don't know where else to look. Any help certainly appreciated. Thanks in advance..
 
I just discovered that if I press a CO button and select "account Code" and enter "#", I can dial out. I see no data stored in 105 (account codes). Any ideas where to go next?
 
what are you using for a programing utility?
 
my next question would be did you reintialize the
slave ksu?
 
I am using my KX-T7433 Display phone from my Extension (System Manager). I did the 4 minute startup of both cabinets with no system activity last week. Yesterday, I did it again following the procedure. No change.
 
so you were not clear did you intialize the second ksu?
 
Do you mean initialize according to the TD192 installation procedure? I turned off the master, and cleared the Slave system. Then, installed the TD192 card and powered both Master and Slave simultaneously with no activity on the system for 4 minutes.
 
when you say cleared do you mean you flip the switch
to intialize turned power on to the slave ksu waited for the light to start flashing and the set it back to normal?
 
also f1 do you have a website that I could pull a phone
number off of?
 
Finally got it sorted out. I wiggled and re-secured every connection and re-initialized 2 more times. The second time was a charm after unplugging every CO line and extension cable and allowing a full 15 minutes of "sync" time. I guess stranger things have happened! Thanks for the help.
