tcpdump error message

When trying to run tcpdump as any user other than root on an AIX4.3.1.0 system I get the following message; tcpdump: error loading /usr/lib/drivers/bpf. I have tried changing permissions on both files but the results reamin the same. Other than allowing a user root access (not in my lifetime) what can I do to let them run tcpdump. Is my only option to make them part of the bin group?

the access should be controlled by the permissions on /dev/bpf<number>.

You're correct the /dev/bpf0,1,2, and 3 files controll access. the permissions on them are cr--r--r-- and ownership is root:system. The user belongs to system and bin groups. Seems to me they should be able to run the command successfully.
