Taskmgr.exe at 99% CPU load

My customer has a Dell Laptop running Win2k Pro. The OS takes forever to load and appears to hang at the desktop before it shows the icons (mid load). When I Ctr-Alt-Del to look at the task manager I see a full CPU spike at 100% and taskmgr.exe itself at a 50% to 99% load (jumping all around). I can get into safe mode without the spike but cant for the life of me figuer out why taskmgr.exe will cause the spike, also does it run when I don't use the Task Manager?

I did do a repair install but that didn't help... much

Plz help.

BTW... Most of the services timeout and fill the event logs so it is even harder to find out what is causing this. And I can't run NAV in safe mode (customer has full suite) in order to do a virus check. Not sure why.
 
You know.. I am having the same exact problem. I am on a compact laptop.. I have also looked at the same things you have and still no joy! I am interested in finding out what the heck is running in the background.

When I have this problem I go to task manager and check which programs are using up the memory. I found a lot of spyware and other software that I had no idea was on my machine. Those I knew to be spyware and software I did not use I closed and CPu usage went from 99% to 2%.

Before closing processes you must know their function and weather other programs need them to work. check-out each process on Google by typing in (example: actalert.exe or svchost.exe) It will define the process and in most cases inform you if it is vital to your system. by the way (svchost; there maybe several are vital).
 
I have the same problem with the CPU usage and narrowed it down to a process called Rtvscan.exe. This process is with NAV and it is the real time scan feature. This only happens when I reboot a system. Once the scan finishes, the CPU usage bottoms out about 3-7%.

I understand that the frequency of the Realtime scan might be set at the default level of 3 minutes and using up resources to scan to often. That rtvscan.exe (real time virus scan) can be adjusted to scan at other frquences but I don't know how. There are experts here at tek-Tips in Symantec that might help you with that one.
