TAPI stopped working when the PC was changed to Windows 8

IPO R7 TAPI was doing fine on Windows 7 and stopped on Windows 8. Switch back to 7 and all is well. Will upgrading to the latest 9.0 fix this. Also a CTI software has not been needed yet but reading 9.0 it say it's required for all 3rd party apps.
Any help will be appreciated.

It works fine on my 8.1 machine. Reinstall TAPI as local admin and then select install as admin (there is no kill like a overkill)
