TAPI Call control on resilient phones

Is it possible to use TAPI to control phones that have failed over to a Secondary IPO Server Edition?

I'm using TAPI in 3rd party mode with CTI Link Pro license
I've tested using the dialer.exe app in Windows but the app only lists the permanent extensions configured on the Secondary IPO and not the failed over extensions to select from.

Are the failed over extensions supposed to be able to be controlled by TAPI?
I can't find anywhere in the help documentation that talks about TAPI call control for failed over phones.

Does anyone know either way whether this should or shouldn't be able to work and is it officially documented anywhere?
