Tandem users not being prompted for Authcode on 1000e

I have two Nortel 1000e telephone swithes connected via SIP. Switch 1 has a long distance trunk. I have the SIGO on the route set to ESN5. All of my sets on both switches have the NCOS set to 4. I have RLI 212 setup with a MFRL of 5 so that the users will be prompted for an Authcode. All of the sets on switch 1 work fine by prompting the user for an auth code. The users on switch 2 come across the sip trunk and go right out the long distance trunk without being prompted for an Auth code. Why are the sets on switch 2 not prompting for an auth code?
 
could try setting both sigo to STD, and the ncos of the trunk to 4 and test.

I have tried that and it works the same way. I can make the call but it does not prompt for the Auth code.
