Takes too long to shut down or re-start....why??? 1

I am working on a HP 6553.
Intel Celeron 466Mhz 370 CPU
256MB PC100 Dimm
15Gig HD
Intel 819 Graphics

I recently upgraded the memory from 64MB to 256MB. System appears stable, I've ran every diagnostic program I can find... Apparantly the memory is fine. But the system hangs, stalls while playing Nascar games... The internet pages are slow to load... Everything appears to be slower... What could be the problem.
 
It could be a couple of things. One could be that your anti-virus is set to check all files. The second could be the amount of Background programs you are running. (You can check this in Start/Run and type msconfig. You then can check the startup tab)

Every program that is running has to shut down and start with the computer. Hope this helps.

 
OK, so you were right about scanning all files. I have changed it to scan Program files... Thanks. Very Helpful!
